- Bishop Joannes Baptist Matthijs Gijsen of Reykjavik, Iceland.

- Bishop Gerhard Schwenzer, SS.CC., of Oslo, Norway, accompanied by emeritus Bishop John Willem Gran, O.C.S.O.

- Bishop Gerhard Ludwig Goebel, M.S.F., prelate of Tromso, Norway.

- Bishop Georg Muller, SS.CC., prelate of Trondheim, Norway.
