- Archbishop Leonardo Z. Legaspi, O.P., of Caceres.
- Bishop Manolo de los Santos of Virac.

- Bishop Joel Z. Baylon of Masbate.

- Bishop Filomeno G. Bactol of Naval.

- Archbishop Felix del Blanco Prieto, apostolic nuncio in Malta and in Libya.
