VATICAN CITY, JUL 8, 2002 (VIS) - The Holy Father:

- Elevated the Mission "sui iuris" of Urga, Ulanbator to the status of Apostolic Prefecture, with the new denomination of Ulaanbaatar, Mongolia. He appointed Fr. Wenceslaw Padilla, C.I.C.M., superior of the Mission "sui iuris", as the first apostolic prefect of Ulaanbaator.

- Appointed Fr. Jabulani Nxumalo, O.M.I., consul general of his Congregation, as auxiliary of the archdiocese of Durban (area 20,318, population 3,000,000, Catholics 217,726, priests 137, permanent deacons 31, religious 603) South Africa. The bishop-elect was born in 1944 in Durban and was ordained a priest in 1974.

It was made public on Saturday July 6 that the Holy Father:

- Appointed Bishop Oswald Thomas Colman Gomis of Anuradhapura, Sri Lanka, as archbishop of Colombo (area 3,838, population 5,027,268, Catholics 567,833, priests 347, religious 1,358), Sri Lanka. He succeeds Archbishop Nicholas Marcus Fernando whose resignation from the pastoral care of the same diocese the Holy Father accepted in accordance with Canon 401, para. 2, of the Code of Canon Law.

- Appointed as consultants of the Pontifical Council for the Pastoral Care of Migrants and Itinerant Peoples: Msgr. Giorgio Rizzieri, Aldo Giordano; Fr. Bernard Lapize de la Salee, S.J.; Fr. Lluis Magrina, S.J.; Sr. Maria do Rosario Onzi, Scalabrinian; Sr. Christiane Megarbane, Franciscan Missionary of Mary.

- Appointed Archbishop Jozef Wesolowski, apostolic nuncio in Kazakhstan and Tadjikistan, as apostolic nuncio in Kyrgyzstan.

PROMULGATION BY THE CONGREGATION FOR CAUSES FOR SAINTS

VATICAN CITY, JUL 5, 2002 (VIS) - This morning in the Clementine Hall, decrees relative to 13 Servants of God were promulgated in the presence of the Holy Father, members of the Congregation of the Causes for Saints and the postulators of the respective causes. Cardinal Jose Saraiva Martins, Prefect of the Congregation, read a speech detailing the lives of the future Blesseds and Saints.

The decrees concern the following causes:

- Servant of God Sigismondo Felice Felinski, born in Wojutyn (now the Ukraine), Archbishop of Warsaw, Founder of the Congregation of Religious Franciscans of the Family of Mary (1822-1895).

- Servant of God John Beyzym, born in Beyzymy Wielkie (now the Ukraine), Priest of the Society of Jesus (1850-1912).

This afternoon, the Holy Father is scheduled to receive in audience Cardinal Joseph Ratzinger, Prefect of the Congregation for the Doctrine of the Faith.

HOLY SEE: DEFICIT OF $3 MILLION FOR 2001

VATICAN CITY, JUL 6, 2001 (VIS) - Cardinal Sergio Sebastiani, President of the Prefecture of the Economic Affairs of the Holy See, announced this morning at a conference to present the Consolidated Financial Statement of the Holy See that there was a deficit of $3.062 million for the fiscal year 2001.

The cardinal affirmed that the negative figure, after eight consecutive years of surplus, is due to "the sharp fall in income from the financial sector, the increased expenses of the institutional activity (higher costs of real estate maintenance, higher costs of Apostolic Nunciatures) and the increase in expenses of the media companies."

He explained that the Consolidated Financial Statement "represents the sum of all the expenses and income of the diverse Vatican Administrations" which he divided into four categories: 1. Institutional Activity (Secretariat of State, Congregations, Councils, Tribunals, Synod of Bishops and various offices), which closed with a deficit; 2. Financial Activity (seven consolidated administrations, the largest of which is the Extraordinary Section of APSA - Administration of the Patrimony of the Apostolic See), which closed with a net gain; 3. the real estate sector, which had a net gain and 4. Activity of Media Institutions (Vatican Radio, the Vatican Printing Press/L'Osservatore Romano, the Vatican Publishing House and the Vatican Television Center). This category closed with a deficit.

The Consolidated Financial Statement, Cardinal Sebastiani said at the end of the conference, was presented to the Holy Father on July 2 and also to the Council of Cardinals, which met yesterday, in order to study the organizational and economic problems of the Holy See.

In the meeting yesterday, Cardinal Sebastiani also presented the consolidated financial statement of 2001 of the State of Vatican City, which showed a net gain of $13,702,082, lower than that of last year, due to the reduction in income and expenses for restoration works in the Roman Basilicas of St. John Lateran, St. Paul's Outside-the-Walls and St. Mary Major and the preservation work of artistic patrimony in Vatican City.

The report announced that Peter's Pence, the fund which goes to the Holy Father's works of evangelical solidarity, amounted to $51,913,000.

TO CABRINIAN MISSIONARIES: SOLIDARITY WITH IMMIGRANTS

VATICAN CITY, JUL 5, 2002 (VIS) - Yesterday afternoon the Holy Father sent a Message to the Missionaries of the Sacred Heart of Jesus who are about to celebrate the General Chapter of their Order founded by Saint Francesca Cabrini, Patroness of immigrants.

In his speech to the missionaries, John Paul II recalls that the theme of the meeting is, "Put out into the deep and throw out your nets: Challenges and prophecies of the Cabrinian family," and he underlines that the foundress, during the course of her life, dedicated herself to "bring the love of Christ to all those far from their home land and families who ran the risk of becoming distant from God ... If her spiritual daughters want to follow in the footsteps of their foundress they must go with renewed ardor to the limits of charity ... in order to resound the news of Christ where Providence has called them to work."
"In light of the conditions of human mobility which have changed so much," he continues, "the religious of Mother Cabrini are all called to give a warm welcome to the immigrants of our times who usually have suffered a lot from loneliness, poverty, a rich background of humanity, values and hopes."

The Pope invites the religious to "commit themselves to dedicate special attention to the promotion of women, especially in the environments where they are most threatened and defenseless." John Paul II also indicates that "the education of children and adolescents, catechesis and youth pastoral care" are "the channels of transmission of a faith that influences culture and life."

At the end of his speech, John Paul II refers to another important duty of the Institute: "to follow the path of communion and the difussion of charisma with lay people, confronting together the challenges of today." He goes on to affirm: "The desire to be faithful to the charisma of your origins ... that will enable you ... to carry out a demanding itinerary of permanent formation with constant attention towards modern challenges and the signs of the times."
