    - Msgr. Claro M. Caluya, diocesan administrator of Masbate.

    - Bishop Arturo M. Bastes S.V.D. of Sorsogon.

    - Bishop Manolo A. de los Santos of Virac.

    - Bishop Pedro D. Arigo, apostolic vicar of Puerto Princesa.

    - Bishop Edgardo S. Juanich, apostolic vicar of Taytay.

    - Bishop Leopoldo S. Tumulak, military ordinary.

 - Cardinal Marc Ouellet P.S.S., prefect of the Congregation for Bishops.
