- Archbishop Louis-Marie Bille of Lyon, France, accompanied by Bishop Jacques David of Evreux, and Msgr. Bernard Lagoutte, respectively president, vice-president and secretary general of the Conference of Bishops of France.
- Archbishop Giuseppe Lazzarotto, apostolic nuncio in Jordan and Iraq.
